  5.     The fragile truce -- the sixth in just three months -- held
  6. only nine days. Last week the Serbian-dominated Yugoslav army,
  7. charging that Croatia had violated the cease-fire, launched a
  8. new offensive aimed at crushing resistance in the rebel
  9. republic. The main targets of the onslaught were the key
  10. Croatian towns of Vukovar, Vinkovci and Dubrovnik, Yugoslavia's
  11. best-known tourist attraction on the Adriatic coast. As warships
  12. blockaded the port city, air-force jets bombed and strafed it,
  13. while artillery pounded the area, leaving Dubrovnik without
  14. electricity and water.

  16.     At week's end the leaders of Serbia and Croatia agreed on
  17. the outlines of yet another truce. Serbian President Slobodan
  18. Milosevic and federal Defense Minister Veljko Kadijevic agreed
  19. to call off the offensive, while Croatian President Franjo
  20. Tudjman pledged to lift blockades around federal army bases.
  21. Both sides also pledged to discuss new political arrangements
  22. for the protection of minorities. But the news produced no
  23. immediate break in the fighting, raising fears that the
  24. atavistic struggle might be beyond diplomatic solution.
